A Shorthand reporter writes down speech by his or her skill, and then he or she transcribes and produces Official Verbatim Record as the Authority.
ISO Standard defines record keeping. And, I believe, producing Official Spoken Record should be processed by the World Standard too.
The flows of record producing are consisted of technology of Coding, Decoding and editing skill.
Practically, reporter concurrently performs Decoding and editing process.
